First of all, we have both (me and Andreas) to say that weather ux of @pongo (weather_ng_pongo) helped us "to look" in right direction. Thank you @pongo.

Second, UX is designed to work with default skin or any other skin that doesn't include weather information.

You can get weather service by neoss75 from @catymag post from here:
Search for "Spoiler: Weather service older versions" and get WeatherService_iGO_1.06.7.apk.
I strongly advice to get indicated version.
Also many thank's to @Neoss75 for the excellent work

Spoiler: Weather Service config
After you install weather service, open it and goto Settings:
* Don't set anything to "Enter path to igo avic" yet. Goto option 2.
* Select your preferred server "openweathermap" / "weatheranderground" (sic!).
* Select your language (info generated by service will be used for TTS output).
Note: If you don't find your desired language here, just disable TTS output in UX configuration menu.
* Select your units type.
* At "Close the program after start service" select "com.nng.igo.primong".
Button from right side should be set to OFF.
* Set "Play sound after weather" on right side to OFF.
* At last option select your desired interval.

* Now, back to first option "Enter path to igo avic".
Set path to iGO folder then press OK button. If everything is OK you'll see a small (temporary) message with "Path found", else check path again.
* If you get "Path found" you're DONE.

PS.
sic! = "sic erat scriptum"
Don't forget: weather service needs internet access.

I like discreet things so the UX is in this style.
It will announce only weather changes, like temperature or status, or (if) no data is available.

In UX are already included translation files. Check ux/lang folder in zip file.
Translation list:
0407.lang - German ( @Titanic52 )
0408.lang - Greek
0409.lang - English US
040C.lang - French
0418.lang - Romanian
041F.lang - Türkisch ( @Titanic52 )
0809.lang - English UK

If you don't like default translation or is incorrect, extract translation file and replace translation text.
Overwrite existing file from ux with modified one.

If you need a new translation you have 2 choices:

1) Extract "0409.lang" / translate terms / rename file with correct LCID and then add it to ux zip file.
Those 4 numbers from file names are LCIDs. To get correct LCID: search on Google for LCID and goto MS site. You'll find codes for all languages.
If you have problems with translation due to LCIDs:
(Before you post on forum) check LCID that is set on language file that you use it.
Unzip language zip file and check in "info.ini" for LCID value - it might have a wrong value.
It looks like this "LCID=0x0409". Last 4 digits is what you are looking for.

2) Add to your language file (Dictionary.lang) following terms:
Weather In Cockpit="<translation>"
Announce Weather Updates="<translation>"
Read Weather Status (TTS)="<translation>"
Read Weather Status Test="<translation>"

And to voice file (dictionary.voice) following terms:
Weather update:="<translation>"
Weather data is currently unavailable!="<translation>"

If you don't know how to edit a language file check this topic - same rules applies.

If you modify a language file or you add a new one (for this ux), please upload it in this topic.

Note:
Tested on iGO / Android
UX code might have unindentifed (yet) bugs.
Use it on your own risk.
