Garmin Nuvi 140LMT

I've bought a Garmin Nuvi 140LMT (Used), registered it and tried to get a new city navigator map on it. The 2013.10 Central region is installed now.
The problem is that Garmin Express is telling me that i have to buy a map-update, so no LM?

Is it possible that the Garmin is registered already, but why can i register it also?

I contacted Garmin by email, but no response yet.

Maybe someone can help me.
