Voice alert tts speedcam only close to Paris

i have TTS voice installed and i don' t understand why but the sound alert works only close to Paris.
I have a sound like "average speedcam" in english.I have nothing concerning the speedcam alert in sys.txt.
I'm trying to found where are the parameters and the voice file.
Could you help ? Thx
